Workforce management built
for construction and infrastructure

Construction workforces don’t sit still. Crews scale up for mobilisation, contract across a program and move between sites, states and entities – often inside the same quarter.

Accelerate manages the engagement, compliance and payment of that workforce so your project teams can focus on delivery instead of paperwork.

We support head contractors, civil and infrastructure firms, subcontractors and engineering businesses across Australia and New Zealand.

The workforce pressures facing construction and infrastructure employers

Construction is one of the most workforce-intensive industries in Australia, and one of the most exposed. Demand is project-driven rather than steady, which means headcount rises and falls against a program rather than a financial year. Every mobilisation brings a wave of onboarding, inductions, ticket and licence checks and payroll setup – and every demobilisation brings the reverse.

At the same time, skilled trade shortages continue to bite. Roles that were once filled locally within weeks now sit open for months, particularly on regional and civil infrastructure projects where the labour pool is thinner and competition from major projects is fiercest. Carpenters, bricklayers, electricians, plumbers, site supervisors, project and construction managers, civil engineers and diesel mechanics are among the hardest positions to fill.

The third pressure is compliance. A single project can involve direct employees, independent contractors, on-hired workers and sponsored visa holders working side by side – each with different obligations for classification, award coverage, superannuation, insurance and record-keeping. Those obligations then vary again by state. When engagement models are managed in spreadsheets across multiple project teams, exposure builds quietly until an audit, a claim or a dispute surfaces it.

How Accelerate supports construction and infrastructure workforces

We’re not a recruitment agency bolted onto a payroll system. We manage the full lifecycle of a contingent and sponsored workforce – engagement, compliance, payment and offboarding – under one commercial arrangement:

Contingent Workforce Management

Onboard, manage and pay contractors and on-hired workers across multiple sites and projects, with full visibility.

Employer-Sponsored Migration

Access skilled trades from overseas through employer sponsorship, led by a Registered Migration Agent in-house.

SID 482 & On-Hire Labour Agreement

Skills in Demand 482 sponsorship, including on-hire arrangements that let sponsored trades and technical workers be placed with host businesses.

Employer of Record

The engagement model underpinning how we employ and manage workers on your behalf, in Australia and internationally.

Payroll & Workforce BPO

Award interpretation, allowances, timesheet processing and payment run management, handled by a dedicated payroll team.

Compliance & Risk Management

Classification reviews, engagement documentation and audit-ready records across every worker type on the project.

Compliance across every engagement type

Construction carries a heavier compliance load than most industries, because the workforce on any given site is rarely engaged under a single model.

Worker classification

Getting the employee/contractor line wrong in construction is a well-documented risk area, and the consequences reach back through superannuation, leave entitlements and payroll tax. We review how each worker is engaged against the way the work is actually performed and document the basis for that decision.

Award interpretation and site conditions

Construction pay conditions carry more moving parts than most – allowances, travel, site-specific arrangements and overtime patterns that shift by project. Our payroll team applies these consistently rather than leaving interpretation to individual project administrators.

Licensing and registration obligations

Labour hire licensing schemes operate in several Australian states and territories, and portable long service leave schemes apply to construction workers in most jurisdictions. We manage the obligations that attach to how workers are engaged.

Sponsorship obligations

Where skilled trades are engaged through employer sponsorship, obligations continue for the life of the visa – including market salary rate requirements, record-keeping and notification duties. Virginia Bennett, Registered Migration Agent (MARN 2217993), oversees migration compliance in-house.

Why construction and infrastructure employers choose Accelerate

Workforce and migration under one roof.

Most providers do one or the other. When a trade shortage becomes a sponsorship question, it doesn’t become someone else’s problem – or another vendor relationship.

A Registered Migration Agent in-house.

Immigration assistance in Australia is regulated. Our migration practice is led in-house by Virginia Bennett, Registered Migration Agent (MARN 2217993) – so sponsorship for your trades and technical roles is handled by a qualified specialist, not referred out.

Built for multi-site, multi-state delivery.

Engagement models, payroll and compliance handled consistently across jurisdictions, so a project in one state isn’t run differently to a project in another. Australia and New Zealand under one arrangement.

Government funding for Western Australian construction employers

Construction employers in Western Australia may access up to $10,000 per sponsored worker through the WA Government’s Construction Visa Subsidy Program, paid across three milestones as the sponsorship progresses. It applies to the 482, 494 and 186 visa pathways.

Federal processing has moved in the same direction. Under Ministerial Direction 119, construction occupations are treated as a critical sector and receive priority processing of nomination and visa applications.

For employers who have written off sponsorship as too slow or too expensive, the combination shifts the calculation.

Who we help in construction

Our construction workforce support suits:

  • Head contractors and tier one builders: Mobilising and demobilising large workforces across multiple packages and jurisdictions.
  • Civil and infrastructure contractors: Delivering government and major projects where workforce availability sits on the critical path.
  • Commercial builders: Managing a mixed workforce of employees, subcontractors and on-hired trades without an in-house compliance function.
  • Specialist subcontractors and trades businesses: Scaling a workforce against a project pipeline rather than a headcount plan.
  • Engineering consultancies and EPC businesses: Including international firms delivering in Australia without a local entity.
  • Employers sponsoring from overseas for the first time: Who need guidance through Standard Business Sponsorship before they can hire.

Construction Workforce FAQs

Q1. Does Accelerate supply construction labour?
Not directly. Accelerate is a workforce management business, not a labour hire supplier. We engage, pay, sponsor and manage your workforce – including workers sourced by your own team or by a recruitment partner – and we can support sourcing through our Integrated Talent Solutions offering.

Q2. Can you manage workers across multiple states and projects?
Yes. We manage engagement, compliance and payroll centrally while accounting for the obligations that vary by jurisdiction, so multi-site programs don’t need a separate process per location.

Q3. How do you handle the employee versus contractor question for trades?
We review each engagement against how the work is actually performed, not just what the contract says, and document the basis for the classification.

Q4. Can you help us sponsor overseas tradespeople?
Yes. Employer-sponsored migration is one of our core services, led in-house by a Registered Migration Agent. We manage the full process – Standard Business Sponsorship, nomination and visa application – and can then manage that worker as part of your ongoing workforce.

Q5. We don’t have an Australian entity. Can you still engage workers for us?
Yes – through an Employer of Record arrangement. Workers are engaged compliantly under Accelerate while you retain day-to-day direction of the work.

Q6. Do you work with subcontractors as well as head contractors?
Yes. We work across the contracting chain, from tier one head contractors through to specialist subcontractors and engineering consultancies.

Q7. What is the WA Construction Visa Subsidy Program?
It’s a Western Australian Government incentive for construction employers who sponsor skilled workers from overseas. Eligible employers may receive up to $10,000 per sponsored worker, paid across three milestones. It applies to the 482, 494 and 186 visa pathways.

Q8. Which construction roles are eligible for sponsorship?
Eligibility depends on the occupation, the visa pathway and your business circumstances. Construction trades, labourers, construction managers, civil engineering professionals, building and surveying technicians, safety inspectors, sheetmetal and structural steel workers, crane and earthmoving plant operators and electricians are all occupations where sponsorship is commonly used. We’ll assess your specific roles rather than have you work from a list.

Q9. How long does sponsorship take for construction roles?
Under Ministerial Direction 119, construction is treated as a critical sector, so nomination and visa applications for eligible construction occupations receive priority processing. Actual timeframes vary by pathway and individual circumstances.
